Full removal is essentially the only option here, not a matter of preference. If part of the subdivided lot or a new dwelling will sit over or near the former pool footprint, the ground needs to be predictable, engineered fill, not a retained shell with unknown long-term behaviour underneath it.
Why Subdivision and Dual-Occ Projects Can’t Use a Partial Fill-In

- Full pool removal, complete shell and debris extraction, not partial fill.
- Engineered backfill, placed and compacted in layers with oversight suited to the intended future load.
- Compaction testing and certification, documenting that the fill meets the density required for building.
- Geotechnical site investigation, profiling the fill and underlying natural soil, and classifying the site under AS 2870.
