Pool Removal on Sloping Blocks: Access, Stability, and Retaining

Sloping blocks are common throughout the Hunter region, particularly in suburbs like Charlestown, Redhead, Belmont, Glendale, Merewether, and the Maitland hills. Many pools on these blocks were built by cutting into the slope, creating a terraced pool area with a significant height differential between the upslope and downslope sides. When it comes time to remove the pool, that same slope presents real challenges: machine access, excavation stability, retaining requirements, and fill management.

This guide explains what changes when your pool is on a slope, what additional costs to expect, and what questions to ask your contractor before work starts.

Why Slope Changes Pool Removal

A flat-block pool removal is relatively predictable: excavate the shell, fill the void, compact in layers. The soil is stable on all sides and access for machinery is straightforward.

On a sloping block, the dynamics change:

One side is cut into the hill (upslope): The pool was excavated against the slope, with the pool shell acting as a retaining structure for the soil above it. When you remove that shell, you remove the support for the upslope soil mass. Unless appropriate retaining is installed, the upslope soil will move into the void.

One side is built up (downslope): The pool was often perched above the lower yard with a retaining wall on the downslope side. Excavating or filling the pool area affects the load on that downslope retaining structure.

Machine access is constrained: Excavators and trucks need stable, level ground to operate safely. On a slope, working positions are limited, and machines may need to approach from above or below the pool rather than from the optimal position.

Water and erosion management: On sloping blocks, water runs down the slope, during and after removal, this must be managed carefully to prevent erosion of exposed fill material.

Common Slope Scenarios in the Hunter Region

Scenario 1: Pool cut into a rear hill Typical of properties in Charlestown, Redhead, and parts of Lake Macquarie where the block slopes down from the street to the rear. The pool was excavated into the back slope, with the house at a higher level. Removal requires stabilising the upslope cut face during excavation and installing retaining after fill.

Scenario 2: Pool on a tiered block (mid-slope terrace) Properties in Merewether, Hamilton Hill, and coastal Hunter suburbs often have multiple terraced levels. The pool is on an intermediate terrace with retaining walls above and below. Removal affects both terraces.

Scenario 3: Pool perched above a lower yard Common in older Hunter region properties where the pool was built on an elevated terrace. The pool shell itself acts as the retaining element for the upper terrace. Removing it creates a significant stability challenge for the upper level.

Scenario 4: Pool on a front-sloping block Less common but found in properties where the street is above and the yard slopes down. Access for trucks and machinery can be very difficult.

Machine Access on Slopes

The biggest practical challenge is getting machinery into position. Excavators operate most safely on near-level ground, any slope beyond about 15-20 degrees reduces machine stability and increases rollover risk. Options for sloping blocks:

A good contractor will walk the access route before quoting and specify the method. Be wary of any contractor who quotes a sloping-block pool removal without a site inspection, they’re likely to use a standard flat-block method and discover the complications on the day.

Retaining During and After Removal

On a sloping block, retaining is almost always needed after pool removal. The sequence of concern is:

  1. During removal: The upslope face of the excavation must be battered (cut at a stable angle) or temporarily shored to prevent collapse while the pool shell is being broken and removed
  2. During backfill: The fill zone needs lateral containment on the upslope side to prevent fill from simply flowing back down under gravity
  3. After fill: A permanent retaining wall is typically needed to hold the fill zone, particularly on the upslope face

For significant slope gradients (15%+) and height differentials over 1.2m, an engineered retaining wall will be required. This means a structural engineer designs the wall and council building approval may be needed.

Fill Management on Slopes

In a standard pool fill-in, fill material is placed in the excavation and compacted. On a slope, there’s an additional challenge: the fill has a tendency to “flow” downslope during placement, making even compaction harder to achieve. Experienced contractors manage this by:

  • Placing fill in shallow layers (150-200mm maximum) and compacting each layer before placing the next
  • Using more cohesive fill materials that don’t flow as readily
  • Installing temporary barriers at the downslope edge of the fill zone during placement
  • Ensuring the fill zone is fully enclosed by retaining structures before placing upper fill layers

Erosion Control: More Critical on Slopes

Erosion control on sloping blocks during and after pool removal is critical, exposed fill on a slope is highly vulnerable to erosion from rainfall. NSW regulations require silt fencing and appropriate controls, and on sloping blocks, these controls need to be placed downslope of all disturbed areas.

Specific controls for slopes:

  • Hessian silt fences along the contour below the fill zone
  • Temporary seeding or mulching of exposed fill surface to establish ground cover quickly
  • Rock/gravel check dams in drainage paths to slow runoff
  • Geotextile blankets over freshly placed fill on steeper gradients

Impact on Groundwater

On sloping blocks, groundwater (if present) tends to emerge as a seepage face on the downslope side of excavations, you may see water weeping from the excavation walls partway down. This is common in certain Hunter region soil profiles, particularly in areas with clay layers or volcanic rock.

Questions to Ask Your Contractor

Before engaging a contractor for a sloping-block pool removal:

  1. Have you inspected the site? (A site visit is essential for sloping blocks)
  2. What equipment will you use for access, and where will the machine stand?
  3. Is retaining wall construction included in your scope, or is it a separate engagement?
  4. How will you manage the upslope face during excavation?
  5. What erosion controls will be in place throughout the project?
  6. Is compaction testing included?
  7. What is the process if groundwater is encountered?

Frequently Asked Questions

Does a sloping block always need a retaining wall after pool removal? Not always, if the slope is gentle and the fill is adequately supported by the existing grade, a retaining wall may not be required. But for any block with a gradient steeper than about 10% and a pool that was cut into the slope, some form of retaining is almost certainly needed.

Will a sloping block pool removal take longer than a flat block? Usually yes, limited machine access means more manual work, fill placement is more controlled, and retaining wall construction adds time. A standard flat-block job might take 3-4 days; the same pool on a challenging slope could take 5-8 days.

Do I need council approval for pool removal on a sloping block? The pool removal itself is typically exempt development. However, retaining walls over 600mm height require building approval (CDC or DA), and if the earthworks are significant or near a boundary, council assessment may be triggered. Check with Newcastle City Council or Lake Macquarie City Council.

What if the pool is close to the boundary on the upslope side? This is the highest-risk scenario, the pool removal will destabilise soil that may be on or near the neighbour’s property. Is sloping block pool removal more expensive just because of the slope? Not necessarily just the slope, but the factors that come with slope (limited access, retaining requirements, erosion control) do add cost. On a gentle slope with good access, the addition may be modest. On a steep block with restricted access and significant retaining needed, it can double the base removal cost.
